This world is not for the weak of heart. It will chew you up and spit you out. There will be times that we do not know what we need to do, or what direction we should take. But here Jesus commands us to come to Him. This is God calling us to Him, not rejecting us. Through our works and the power of Satan we can be overburdened, but when we turn to Jesus, He promises us His rest. We do not have to bear these burdens we bear. We cannot pull ourselves up by the bootstraps; we need a Savior.
We then are to put on the yoke of Christ. He will teach us what we need to know in this life to live peacefully. His burden is gentle because He is gentle. He has faced the most strenuous of burdens. He has taken all sins upon Himself to satisfy the penalty of sin for us. He is lowly in heart, meaning He was humble so should we be. When we follow His example, we can find true rest. This is not the absence of conflict but the overwhelming joy He puts in our lives. This joy brings us a restful state of being knowing no matter what happens He has us in His hands.
